On June 21, 2017 and June 28, 2017, respectively, the Los Angeles City Council and Mayor Eric Garcetti approved the Workforce Development Board's Workforce Innovation and Opportunity Act (WIOA) 2017-2018 Annual Plan.
The Annual Plan covers the service strategies, activities and budget for the City’s Workforce Development System. It outlines how the City will deliver services and meet the objectives of promoting a trained workforce with access to good jobs and a strong business/employer regional economy. The WIOA supports the City's workforce development activities that are provided through its Workforce Development System.

What does the Annual Plan Fund?
The $64 million plan funds:
- 16 WorkSource Centers & 2 satellite sites, annually serving nearly 30,000 adult jobseekers
- 13 YouthSource Centers, annually serving nearly 10,000 youth and young adults
- HIRE LA's Youth Employment Initiative, providing 15,500 youth with internships, employment and summer jobs
- JobsLA.org jobs search engine
- Other training and workforce initiatives including special outreach and services to populations underrepresented in the workforce, including: persons with disabilities, foster youth, ex-offenders, homeless youth, linguistically isolated adults, men of color, single parents, transgender and non-conforming persons and older workers
- Specialized training programs for jobs in the region's growth industries
- Regional planning efforts to align the seven workforce development systems within Los Angeles County
