David Flaks is the president and Chief Operating Officer of Los Angeles County Economic Development Corporation (LAEDC).
Since 1981, the LAEDC has worked to attract, retain and grow businesses and quality jobs for the 1 o million residents of L.A. County, its 88 cities and 100+ unincorporated communities.
In 2007, Mr. Flaks joined LAEDC as the Senior Vice President of Strategic Initiatives, and became the COO in 2011 . In these capacities, he helped implement the first-ever, consensus Strategic Plan for Economic Development in Los Angeles County (2010-2014) and he helped shape and influence legislation and policies regarding economic development issues, land use policies and regulatory reform.
Prior to LAEDC, Mr. Flaks served as a Communications Director for a high-profile Congressional campaign, the owner of David Flaks Capital, a DC-based financial advisory services firm for medical technology companies, as a business consultant for Bay-area life sciences companies, and he has held positions with corporate law departments at large law firms in New York and Miami.
Mr. Flaks holds a B.S. in Philosophy from the University of Wisconsin, a J.D. from American University, and a M.A. from George Washington University.
