The City of Los Angeles Economic & Workforce Development Department is pleased to announce the release of the City of Los Angeles Workforce Development Board's (WDB) Workforce Innovation and Opportunity Act (WIOA) Year 19/2018-2019 Annual Plan.

The Annual Plan covers the service strategies, activities and budget for the City’s Workforce Development System. It outlines how the City will deliver services and meet the objectives of promoting a trained workforce with access to good jobs and a strong business/employer regional economy.

Labor market and demographic data for the Los Angeles regional economy indicates that large segments of the community such as low-income, English language learners, single mothers, disconnected youth, and individuals without post-secondary education or training, continue to face significant challenges in accessing quality employment. Income inequality is particularly pervasive for women and men of color, with gender and racial wage gaps at every level of educational attainment. Putting all residents on the path to economic security through equity-focused strategies and policies to grow good jobs, build capabilities, remove barriers, and expand opportunities for the people being left behind remains the guiding principle for this Annual Plan.

The WIOA supports the City's workforce development activities that are provided through its Workforce Development System, comprised of WorkSource/America's Job Centers of California, satellite sites, YouthSource Centers, and the high-profile HIRE LA's Youth Initiative.
